Oulu inherited the Nokia R&D base and turned it into a wireless, 5G, and quantum technology cluster (IQM is the headline name). Hardware and embedded software founders are unusually common here for a city this size. Business Kitchen at the University of Oulu is the main student-founder hub, and Polar Bear Pitching, the famously cold annual pitching contest in the harbour, is the local event that punches above its weight for international visibility. The SaaS scene is smaller but growing.
